Job Summary

Our client, a global ICT manufacturer with over 40 years in Singapore, seeks a hands-on HR Manager / Senior HR Generalist to independently lead full-spectrum HR operations, in-house payroll, recruitment, and statutory compliance, supporting rapid business growth and digital transformation.

Responsibilities

  • Lead end-to-end HR operations for the Singapore subsidiary, acting as the primary HR contact to ensure seamless workforce management and compliance.
  • Collaborate with headquarters to support workforce planning, headcount reporting, and implementation of HR initiatives aligned with organizational strategy.
  • Translate HR policies and documents between English and Mandarin to maintain clear communication and alignment with China headquarters.
  • Manage in-house payroll for up to 100 employees, performing manual payroll calculations including wages, overtime, CPF, benefits, claims, and statutory contributions using Excel to ensure accuracy and timeliness.
  • Implement and support new government tax systems and regulatory changes, ensuring compliance with IRAS and MOM requirements.
  • Administer CPF, personal income tax reporting, levies, and statutory filings, liaising with auditors, banks, and government bodies as needed.
  • Oversee HR operations including onboarding, offboarding, training coordination, employee engagement, and maintenance of employee records, insurance administration, leave, attendance, and HR documentation.
  • Manage work pass applications and renewals (Work Pass, S Pass, Employment Pass), ensuring compliance with Singapore employment laws.
  • Drive end-to-end recruitment processes for Singapore roles across HR, IT, technical, and senior positions, managing external recruitment agencies to meet hiring quality and timelines.
  • Support performance appraisal cycles by guiding managers on evaluation processes to enhance talent management.
  • Provide office administration support including meeting minutes, documentation, vendor coordination, and liaising with external partners.
  • Organize company events, staff activities, and visits from headquarters or VIPs to foster employee engagement.
  • Execute ad hoc operational tasks in a fast-paced environment, demonstrating flexibility and responsiveness during critical periods.

Required competencies and certifications

  • Degree from a recognized institution.
  • Proven experience managing in-house payroll, CPF, taxes, and statutory reporting without outsourcing.
  • Strong knowledge of Singapore employment laws, MOM regulations, and work pass processing.
  • Proficiency in English and Mandarin (spoken, read, written) to liaise with China headquarters and translate documents.

Preferred competencies and qualifications

  • 3 to 5 years of full-spectrum HR experience, preferably in ICT, electronics, technology, manufacturing, or distribution environments.
  • Experience supporting government tax system implementations or regulatory changes.
  • Hands-on experience with Excel-based payroll calculations and familiarity with HR systems.
  • Demonstrated ability to operate independently as a standalone HR individual contributor.
  • Detail-oriented, reliable, and willing to handle both HR and payroll/finance responsibilities, including last-minute requests and occasional after-hours work during critical periods.
